I inquired when I ordered mine and was told that it can be changed at the dealer once tires have been changed. It simply limits the top speed due to tires.
My dealer didn't know what it was when I ordered mine. I did my research and came to the same answers found here. I have no plans on trying to reach top speed with this car, so no high speed engine controller for me.

It would let me change it on the dodge site. That's when I started to question what it was. It's a moot point now, but it would be nice if Dodge could do a better job explaining options on the website.

Yes it allowed me to change on dodge site also, when I questioned it when ordering we tried with and without. When without was selected the order would bounce back. I agree there needs to be a good explanation from dodge but I’ll bet that don’t happen.
